Login required: yes for the web form ('You need to be signed in to submit a directory for review'); the README lists Google and GitHub sign-in. The submit page says 'Submissions are reviewed within 3-5 business days' and asks that 'The directory should be active and accepting submissions'. The About page says it also accepts 'community submissions via Pull Requests' on github.com/awesome-directories/awesome-directories, which needs a GitHub account.
