Login required: yes. The submit page redirects to sign-in (Google, GitHub or email). All launches go live at 8:00 AM UTC. Daily caps from the FAQ: 5 free, 5 Premium and 3 Premium Plus launches. Free launches can be scheduled up to 90 days ahead, Premium up to 30 and Premium Plus up to 14.

Add and verify the badge before you submit, or the free launch won't qualify
Pick a launch day when you can collect upvotes and comments, since those set the daily rank
If you can't wait up to 60 days, Premium at $9.90 gets an earlier date

Premium Launch ($9.90 per launch): Skips the free queue, earlier launch dates (schedule up to 30 days ahead), do-follow link; five Premium slots a day.
Premium Plus ($12.90 per launch (shown as 50% off $25 for early users)): Everything in Premium, plus a featured border and badge in listings, a promoted spot in all listing feeds for 14 days, a spotlight placement and the fastest launch dates; three slots a day.
SEO Growth Package ($49 (shown as 50% off $99)): A written '[Your Product] review' article on DevHub, a Premium Plus launch and a feature in the next week's newsletter. The FAQ says it is non-refundable.
Outbid (From $10): A separate paid board: any amount from $10 gets listed instantly, ranked by amount paid; the eight highest payers hold the homepage.
